This brief publication began as a need for a short summary of farm programs and farm bills for two agricultural economics courses focusing on agricultural policy -- ag. economics 429, and ag. economics 614. It became clear that many students taking these courses had less and less background in agriculture and less (even cursory) knowledge of policies than those of the recent past. After this list was developed a number of other professional agricultural economists found copies and began to use it, hence its publication in a more structured form. The list of Farm Program Provisions is not all-inclusive. It certainly does not contain all the laws and provisions that have affected agriculture over the years. A FARM-LEVEL LOOK AT THE FUTURE OF AMERICAN AGRICULTURE AgEcon

Relatively low crop prices over the past two years, as well as regional weather adversity, has been the catalyst for the passage of "ad hoc" emergency relief. This paper examines the economic and financial status of 41 representative panel farms over the 1999-2002 period. When forecasting through the life of the 1996 Farm Bill, the representative crop farms are assessed by Texas A&M's Agricultural and Food Policy Center to be in the weakest condition observed over the last decade for liquidity and the related need to refinance.

The attached file contains the original proposal for the post conference workshop, the agenda used at the conference, the overheads used to present the topic, and a summary of the evaluations. The workshop introduced participants to risk analysis using Excel and Simetar a simulation/econometrics package for developing and applying simulation models for risk analysis. Simetar was developed at Texas A&M and is used to teach two simulation courses at the graduate level.

The Agricultural & Food Policy Center (AFPC) updated the comparison of corn and sorghum county loan rates following the general methodology outlined in the October 2002 Food and Agricultural Policy Research Institute (FAPRI) study on corn and sorghum loan rates. The study answers two questions: 1. Are the 2006 county loan rates established by USDA consistent with the Congressional mandate that national average loan rates for both commodities be $1.95 per bushel? 2. What would be the impact if USDA were to adopt a different weighting scheme in setting county loan rates while continuing to maintain the mandated national average loan rate? The Agricultural and Food Policy Center (AFPC) of the Texas A&M University System is pleased to be invited to address this symposium addressing the future of U.S. agriculture. As a participant in the FAPRI consortium, AFPC monitors the economic conditions of U.S. agriculture at the farm and ranch level. To accomplish this, AFPC maintains approximately 80 crop, dairy, beef and pork representative farms throughout the nation. In the interest of time, this paper will focus only on the economic condition of the 41 feed grain/oilseeds, wheat, cotton and rice farms through the year 2002. An Analysis of Cointegration: Investigation of the Cost-Price Squeeze in Agriculture AgEcon

The differences in prices paid and prices received by farmers are examined using cointegration analysis. A Johansen cointegration test between prices paid and prices received revealed that the series were cointegrated. After accounting for technological change, we do not reject a long-run one-for-one correspondence between prices paid and prices received.

Ethanol production in 15, 30, and 80 million gallon per year production plants are analyzed at various subsidy levels. The results indicate that removing per plant subsidy limits allows reduced total state subsidy expenditures. This action takes advantage of the economies of scale inherent in larger ethanol plants.

An Analysis of Whole Farm Revenue Safety Net Options in Agriculture AgEcon

Despite many years of experience, the federal government continues to seek a farm program that holds the potential for providing a politically acceptable safety net for farmers. This study demonstrates that, with the 2002 Farm Bill, AMTA, and marketing loan provisions continuing, a whole farm revenue safety net has the potential for simplifying existing farm programs, while enhancing the financial position of US farmers. There remains the need for further analysis of the impacts of the options analyzed on supply response by farmers.

Analysis of Representative Rice Farms Under H.R. 2646 and the Continuation of the FAIR Act AgEcon

In anticipation of the new farm bill, seventeen representative rice farms from six different rice-producing states have been analyzed to compare the continuation of the FAIR Act provisions with the House proposal, H.R. 2646. Each farm was simulated assuming each policy would be in place for the next five-year period, or 2002-2006. A full description of each of the farms can be found in the Appendix.

Analysis of the Economic Viability for Representative Wheat Farms Given Alternative Farm Policies Proposed by the National Association of Wheat Growers AgEcon

This report is a companion to FAPRI-UMC Report #09-06, which contains the sector level results of the wheat policy options requested by Senators Crapo and Baucus, and Representatives Musgrave and Pomeroy. The Agricultural and Food Policy Center (AFPC) has completed a farm level analysis of five alternative policy options on the economic viability of 13 representative wheat farms located across the United States. The results of the analysis are compared to a continuation of the current farm program over the 2006-2013 planning horizon, however, the policy alternatives are assumed to begin in 2008/09.
